Indiana House Overwhelmingly Approves Bill to Lure Chicago Bears to Hammond

Indiana lawmakers voted 95-4 to advance a bill funding a new Chicago Bears stadium in Hammond, as the battle with Illinois for the NFL franchise intensifies.

In a decisive 95-4 vote on Tuesday, the Indiana House of Representatives passed Senate Bill 27, a critical piece of legislation designed to facilitate the relocation of the Chicago Bears from Illinois to Northwest Indiana. The bill establishes a regional stadium authority with the power to issue bonds and finance a world-class facility in Hammond, Indiana, just across the state line.

The proposal focuses on a site near Wolf Lake, where the Bears have reportedly committed to investing $2 billion into a domed stadium and mixed-use development. Indiana House Speaker Todd Huston characterized the project as a “transformational opportunity,” noting that the financing would be repaid through new taxes on hotels, food, and beverages within a designated stadium district, alongside revenue from state toll roads.

The Illinois Counter-Move

Despite the momentum in Indiana, the battle for the franchise is far from over.

  • Arlington Heights: The Bears still own the 326-acre site of the former Arlington International Racecourse in Illinois, purchased for nearly $200 million.
  • Megaprojects Bill: Illinois Governor JB Pritzker expressed optimism Tuesday regarding a “megaproject bill” expected to be debated in Springfield this week. This legislation aims to provide the “tax certainty” the Bears have long sought to remain in Illinois.
  • Soldier Field: A separate $630 million proposal exists to renovate the team’s current home and its surrounding infrastructure.

What’s Next?

Senate Bill 27 now returns to the Indiana Senate for approval of House amendments before heading to Governor Mike Braun’s desk. Meanwhile, the Illinois General Assembly is scheduled to hold hearings on its own stadium incentives this Thursday. With Indiana’s legislative session ending on Friday, the coming days will likely determine if the “Monsters of the Midway” will officially become the “Monsters of the Region.”
