Manchester City’s long-running financial investigation by the Premier League has reached a decisive stage. According to The Athletic, the English club will be found in breach of 114 of the 115 charges brought against it.
The Premier League investigation, launched in 2019 and made public in 2023, covers a wide range of issues including financial reporting, sponsorship revenues, related-party transactions, player and manager payments, and the club’s obligations to provide information during league investigations.
The sanctions Manchester City could face remain unknown. Once the process is formally concluded, the club is expected to appeal the decision.
A Manchester City spokesperson said the Premier League process was still ongoing, with important details yet to be completed and the proceedings subject to strict confidentiality. The club’s position remains consistent with the statement it issued in February 2023, the spokesperson added.
Financial transparency at the centre of the case
The Premier League’s allegations were grouped into five main areas. At the centre of the investigation is whether Manchester City provided a true and complete picture of its revenues and operating costs.
The investigation has focused in particular on sponsorship income and transactions involving related parties, including the club’s relationship with Abu Dhabi United Group.
The Premier League also examined financial disclosures relating to manager Roberto Mancini during his time at Manchester City between 2009 and 2013, as well as information concerning player contracts between 2010 and 2016.
UEFA rules and financial sustainability
Another major part of the case concerns alleged breaches of UEFA’s financial fair play and club licensing regulations.
The Premier League also investigated whether Manchester City complied with its profitability and sustainability rules between 2015 and 2018, alongside allegations concerning the club’s cooperation with the league’s investigation.
The latter issue relates to the obligation on clubs to provide documents and information required by the Premier League for regulatory oversight. The investigation identified alleged breaches covering the period from the 2017-18 season through 2022-23.
Sanctions remain to be determined
The reported finding on 114 of the 115 charges moves one of the most extensive financial cases in Premier League history into its next phase. However, the nature and scale of any sanctions against Manchester City have yet to be determined.
The club is expected to appeal once the decision and any resulting sanctions are formally issued. The outcome could have significant implications for Manchester City’s sporting and financial planning, depending on the penalties ultimately imposed.
Manchester City is also the flagship club of City Football Group, making the case relevant beyond the club’s sporting operations and potentially significant for the group’s wider financial and commercial structure.
