The Financial Conflict

The dispute centers on who is responsible for the massive logistical burden of hosting an international event of this scale:

  • The Town’s Stance: Foxborough, a town of just 18,000 residents, argues that the security requirements are equivalent to hosting “seven Super Bowls” over a 39-day period. Officials state the $7.8 million represents nearly 10% of the town’s annual budget, a cost they refuse to pass on to local taxpayers.
  • The “Wait for Reimbursement” Issue: While federal grants (via FEMA and the Department of Homeland Security) are expected to eventually cover these costs, the funds are typically provided as reimbursements after the event.
